📢 New Law to Regulate E-Commerce in Palestine 🇵🇸

As part of our ongoing legal monitoring of newly issued legislation, we would like to draw the attention of online store and platform owners in Palestine to the issuance of Law Decree No. (21) of 2025 on E-Commerce, published in the Official Gazette on 27/10/2025, which will come into effect three months from the date of its publication.

This law decree represents an important step towards:
✅ Regulating and standardizing the operation of online stores.
✅ Protecting consumers from fraud and deception.
✅ Supporting entrepreneurship and investment in the digital economy.
✅ Ensuring tax fairness between traditional and electronic commerce.

🔹 It should be noted that the decree requires all online stores to regularize their status within six months of its effective date, by registering in the E-Commerce Registry at the Ministry of National Economy and obtaining an official registration certificate in accordance with the regulations and instructions to be issued soon.

Law Decree No. (21) of 2025 on E-Commerce has been issued and published in the Official Gazette on 27/10/2025, and its provisions will come into effect three months from the date of publication.

This decree comes as part of the state’s efforts to regulate the legislative environment of the digital economy in Palestine and within the government’s policy aimed at keeping pace with modern technological developments and enhancing trust in electronic transactions.

The law decree aims to:

  1. Regulate commercial activities conducted through online platforms and stores within the State of Palestine.
  2. Protect online consumers from fraud, deception, and misleading practices.
  3. Support and encourage investment and innovation in the digital economy.
  4. Ensure equality and tax fairness between traditional commerce and its electronic counterpart.

Under the provisions of the decree, all online stores and platforms operating in Palestine are required to regularize their legal status within six months of its effective date by:
• Registering in the E-Commerce Registry at the Ministry of National Economy.
• Obtaining an official registration certificate in accordance with the regulations and executive instructions to be issued by the relevant authorities.

Accordingly, owners of digital projects and online stores are advised to begin reviewing and updating their legal and regulatory status in preparation for implementing the provisions of the decree, in order to avoid any violations or penalties once it comes into force.
